Balady License Renewal: Requirements, Civil Defense Fees and Common Delays

Building under construction with cranes, representing municipal licensing and Balady licence renewal

If you run a shop, office or any commercial premises in Saudi Arabia, your municipal commercial license lives on the Balady platform, and Balady license renewal is done there online. Some renewals go through instantly. Others go to the municipality for review, and the official service level is up to 10 days. This guide explains which type yours is likely to be, the documents Balady expects, how fees work after the recent Civil Defense change, and what usually holds a renewal up.

Instant or non-instant renewal?

Balady describes two kinds of renewal, and which one you get depends on your activity and your location:

  • Instant renewal: once the data checks pass and you pay, the license is renewed straight away.
  • Non-instant renewal: the request goes to the municipality for review before it is approved. Balady lists 10 days as the service duration.

You can also renew with changes to the license data in the same request. That is useful, but any change can bring extra requirements, so check them before you submit.

Balady license renewal requirements

According to the official service page, have these ready before you start:

  • Proof of the location: a lease agreement, a title deed, or an investment contract issued by the municipality or another government authority.
  • A cleaning contract where your activity and agreement require one. It is optional for some licenses.
  • Safety: a safety equipment certificate from a safety company, a technical report from an engineering office accredited by the General Directorate of Civil Defense, or a safety permit, depending on the activity.
  • An active commercial registration. Balady states that you cannot submit a renewal if the commercial registration has expired. Sort the registration out with the Ministry of Commerce first.

Requirements also differ by activity. Balady publishes a list of government requirements and approvals for each activity type, and that list is worth checking if your activity is regulated, such as food or health-related businesses.

How to renew a commercial license on Balady

  1. Log in to Balady through the National Single Sign-On (Nafath).
  2. From the Services menu, open the services list and search for Renew Commercial License.
  3. Open the service details, review the service card, then click Start Service.
  4. Choose the establishment and the license, and update any data that has changed.
  5. Upload the required documents, submit, then pay the invoices when they are issued.

How much does Balady license renewal cost?

There is no single price. The fee depends on the activity, the area of the premises, the location and other factors, which is why Balady provides an official fee calculator on the service page. Run the calculator with your actual details before you budget. Balady accepts payment through Sadad, Visa, Mastercard, mada and Apple Pay.

The Civil Defense fees change

Balady has separated Civil Defense fees from the main municipal invoice. Where they apply, they now appear as a separate invoice that you pay inside Balady. A few points from the official FAQ:

  • The change covers issuing, renewing, modifying or relocating a commercial license, and issuing a seasonal license, unless an exemption applies.
  • If your request shows Awaiting Payment of Civil Defense Fees, it will not move forward and the municipal invoice will not be issued until that invoice is paid.
  • To pay, open the request details, go to the Civil Defense Fees section, choose Calculate Civil Defense Fees, then Pay. You will be redirected to the payment gateway.
  • The fees may not appear if the service is not covered, the request is still a draft, the Civil Defense data is incomplete or an exemption applies.

So if your renewal seems stuck after you submitted it, check the request status first. A pending Civil Defense invoice is now one of the first things to rule out.

Why Balady renewals get delayed

  • The commercial registration is not active, so the renewal cannot be submitted.
  • The lease does not match the license: an expired lease, a different address, or a different area.
  • A safety certificate or report is missing or expired for an activity that needs one.
  • An unpaid Civil Defense invoice holds the request before the municipal invoice is issued.
  • Unresolved municipal violations on the establishment. Balady publishes the list of penalties for municipal violations.
  • Changes added to the renewal that trigger extra review or requirements.

Frequently asked questions

Can I renew my Balady license if my commercial registration has expired?

No. Balady states that a renewal request cannot be submitted while the commercial registration is expired. Resolve the registration with the Ministry of Commerce first.

How long does a Balady license renewal take?

Instant renewals complete once you pay. Non-instant renewals are reviewed by the municipality, and Balady lists the service duration as 10 days.

What does “Awaiting Payment of Civil Defense Fees” mean?

Your request has reached the stage where the Civil Defense invoice must be paid. It will not continue, and the municipal invoice will not be issued, until that payment is made.

How do I know the renewal fee in advance?

Use the official fee calculator on the Balady service page. Fees depend on the activity, area and location, so there is no single fixed price.
