Chamber of commerce attestation is how a Saudi chamber confirms that a letter really comes from one of its member companies and was signed by someone allowed to sign for it. HR teams need it for salary certificates, experience letters and family visit applications, and business owners need it for some letters to government bodies and for agreements with other companies. This guide is for HR staff, business owners and expats who have been told to “get it attested by the chamber”. It covers who can request it, the online steps at the Riyadh and Jeddah chambers and on the Tujar platform, the fees and times the chambers publish, how to verify an attested document and what comes next if it is going abroad. We checked everything against official chamber and Ministry of Foreign Affairs (MOFA) pages as of October 2026.
Chamber of commerce attestation in brief
- The company requests it, not the employee. The owner, a manager named in the commercial registration (CR) or an authorised user logs in to the chamber portal.
- The company needs an active CR and an active chamber membership.
- Jeddah Chamber charges SAR 35 per e-attestation. Asharqia (Eastern Province) Chamber charges SAR 35 online and SAR 40 at a branch. Riyadh Chamber shows the amount in its portal before you confirm.
- At Riyadh Chamber, ready-made forms are attested instantly and open letters within 15 minutes in working hours.
- Makkah, Madinah, Qassim, Tabuk, Al-Ahsa and other chambers now work through the federation’s Tujar platform.
- An attested document can be checked online with its document or reference number.
- For use abroad, the document then needs MOFA attestation (SAR 30) and, depending on the country, an apostille or embassy legalisation.
What is chamber of commerce attestation, and when do you need it?
Each chamber keeps a register of its member companies and of the people entitled to sign for them. When a company sends a letter through the chamber portal, the chamber checks it against that register and issues an electronically attested version with a number that the recipient can check. Riyadh Chamber replaced its old paper security sticker with this electronic method, and in 2018 the Saudi Central Bank (SAMA) told banks to adopt it. A visit to a chamber counter is rarely needed now.
Typical documents that need it:
- Salary certificates and salary letters for banks, embassies and other bodies. Tujar has a ready-made salary letter form.
- Experience and employment certificates, especially for use outside Saudi Arabia.
- Introduction letters (“to whom it may concern”) and the chamber’s own letter of identification for the establishment.
- Family visit visa applications and other MOFA visa requests that need the employer’s or chamber’s attestation.
- Letters and authorisations to government and private bodies. Riyadh Chamber offers more than 30 ready-made forms for these.
- Agreements between companies, which Riyadh Chamber handles as a separate service.
The receiving body decides whether it needs the attestation. If a bank, embassy or ministry asks for an attested company letter, this is almost always what it means.
Who can request chamber attestation?
An active CR and an active chamber membership
Attestation is a service for members. Jeddah Chamber requires an active CR, an active Jeddah Chamber subscription and a registered portal account. Riyadh Chamber requires a valid membership with up-to-date data. Membership is issued and renewed online through the Ministry of Commerce’s chamber subscription service. Annual fees depend on the company’s capital, age and number of employees. The current table published by Riyadh Chamber (in Arabic) and Jeddah Chamber runs from SAR 200 to SAR 5,000. Riyadh Chamber’s English FAQ still shows an older table that goes up to SAR 10,000, so go by the invoice, not that page.
The authorised signatory and portal users
On Riyadh Chamber’s My Business portal, only certain people can hold the main (admin) account. For a sole proprietorship, that is the owner or the general manager named in the CR. For a company, it is the chairman, a board member or a general or executive manager named in the CR. Anyone else needs a power of attorney from the general manager that expressly covers managing the company and its Riyadh Chamber e-services. The admin adds other users, sets what each can do, and can stop or reactivate authorised persons. Every user must be recorded in the chamber’s subscriber system and registered in Absher, because the verification code goes to the mobile number registered there.
Jeddah Chamber registers the portal account with the ID or iqama number of the owner or CR manager. Its free signature service approves, cancels or updates managers’ signatures, with a visit booked by a chamber employee. On Tujar, the membership manager adds delegates, sets start and end dates for each authorisation and chooses their permissions. In practice, an employee cannot get his own salary certificate attested. He asks HR, and the company’s authorised user submits it.
Chamber of commerce attestation fees and processing time
Not every chamber publishes its fees and times. These are the figures on official pages as of October 2026:
| Chamber | Online portal | Published fee | Published processing time |
|---|---|---|---|
| Riyadh Chamber | My Business (mybusiness.chamber.sa) | No per-document fee on its website. The amount is shown before you confirm and is taken from the company wallet. | Ready-made forms: instant. Open letters and MOFA visa requests: 15 minutes in working hours. Agreements between companies: 1 working day. |
| Jeddah Chamber | Services Portal (es.jcci.org.sa) | SAR 35 per e-attestation; SAR 35 to activate a MOFA visa request | Not published |
| Asharqia Chamber (Eastern Province) | Asharqia business portal (es.chamber.org.sa) | SAR 35 online; SAR 40 at a branch or service centre | Not published |
| Chambers on Tujar (Makkah, Madinah, Qassim and others) | tujar.fsc.org.sa | Shown in each service’s details and taken from the wallet | Shown in each service’s details |
| MOFA (next step, for use abroad) | MOFA document attestation service | SAR 30 | 1 business day |
Be careful with figures found elsewhere. Riyadh Chamber’s user manual shows SAR 25 in its sample screens, but the screenshots date from 2017. Guides that describe paying at a chamber counter describe the old paper process. Also, chamber.org.sa is often quoted as the Riyadh Chamber’s site, but it belongs to Asharqia Chamber in the Eastern Province. Riyadh Chamber’s site is chamber.sa. Riyadh’s wallet is topped up through SADAD or a mada or credit card.
How to get a document attested online, step by step
Riyadh Chamber (My Business portal)
- The admin user registers once on My Business against the company’s membership number. The verification code goes to the mobile number registered in Absher.
- Top up the company wallet through SADAD or by card.
- Open Document Attestation. Choose Ready-made forms for a standard letter, or Open letters to type your own text and name the receiving body.
- Fill in the form, click Save, accept the terms and click Attest. Ready-made forms are attested immediately. A chamber officer reviews open letters, and an SMS tells you whether the letter was attested or rejected, with the reason.
- Go to Inquiry, then Forms inquiry, open the request with View and choose Print form to download the attested PDF.
Jeddah Chamber (Services Portal)
- Make sure the CR and the Jeddah Chamber subscription are both active.
- On the Services Portal, choose Register now. Enter the ID or iqama number of the owner or CR manager and the code sent to the mobile number registered in Absher.
- Add the name, mobile number, password and email, click Verify and Register, and activate the account with the code sent to the mobile.
- Submit the letter through the Electronic Certification service. The fee is SAR 35, and you receive an electronically authenticated letter.
Makkah, Madinah and other chambers on Tujar
Tujar is the Federation of Saudi Chambers’ unified platform. As of October 2026 it lists 16 linked chambers, including Makkah, Madinah, Qassim, Tabuk, Jazan, Al-Ahsa, Hail, Abha, Hafr Al-Batin, Yanbu and Al-Baha. Riyadh, Jeddah and the Eastern Province still run their own portals.
- Sign in through the unified Absher login and choose the membership. The services you see depend on the permissions you have been given.
- Open the attestation services. Choose a ready-made form, such as the salary letter, or an open request, then select the attestation language.
- Type the text inside the request field. Tujar attests only that text. Attachments are only there for the chamber to check the content. The field is sized to fit one printed page.
- Confirm the deduction from the wallet and submit. A chamber employee adds the stamp and approves the request, and you track and download it from your requests.

Chamber attestation for a family visit visa
MOFA’s family visit service includes a step to have the request attested by the employer or the chamber of commerce “if required”. The resident fills in the request on the KSA Visa platform and must hold a work iqama, not a dependant’s iqama. The employer’s authorised user then attests it from the employer’s chamber account, using the application number. For the full application, see our guide to the family visit visa in Saudi Arabia.
- Riyadh Chamber: go to Document Attestation, Ready-made forms, then MOFA requests. Choose the visa type, enter the authorisation number from the MOFA form and save. After a chamber officer’s review, an SMS confirms the result and the request shows as attested on the MOFA platform. The service level is 15 minutes in working hours, provided the link with MOFA is working.
- Jeddah Chamber: submit and print the request on the MOFA platform, then enter the application number in the Services Portal under Activation of Visas for the Ministry of Foreign Affairs. The fee is SAR 35.
MOFA asks for the data in Arabic, except the names of visitors from non-Arab countries, which must match their passports. Check the names before the request goes to the chamber.
Salary certificates, experience letters and contracts: check these first
- The letter is on company letterhead and signed by someone the chamber has on record.
- The employee’s name, iqama number and nationality are written exactly as on the iqama and passport.
- The letter names the receiving body, which Riyadh’s open letters require.
- The language suits the receiving body. Tujar asks you to choose the attestation language.
- The text fits on one page.
- For an agreement between two companies, allow one working day at Riyadh Chamber.
How to verify a chamber-attested document
- Riyadh Chamber: on My Business, choose Verify electronic documents, enter the document number and membership number, and click Find. If the document is genuine, an image of it appears. A membership certificate needs only the membership number. The Sanad app (App Store and Google Play) does the same check by typing or scanning. The chamber also verifies by phone on 8001240025 or 920004565.
- Jeddah Chamber: on the Services Portal, choose Document Verification and enter the reference number.
- Chambers on Tujar: the Document Verification page asks for the reference number, then a membership or ID number, and shows the document’s details for viewing and download.
Compare the text on screen with the paper word for word. The attestation covers only the text the chamber approved, so a page altered afterwards will not match.
After the chamber: MOFA attestation, apostille and the embassy
Inside Saudi Arabia, chamber attestation is normally enough. A document going abroad, such as an experience certificate for a job at home, usually needs more. MOFA’s document attestation service requires the document to come from an accredited body, so company letters normally go to the chamber first.
- MOFA attestation: log in through the National Single Sign-On (Nafath) and choose the request type, document classification and number of documents. Attach an electronic copy and choose a branch visit or Saudi Post, then pay (MOFA lists SAR 30) and hand over or post the original. MOFA’s stated time is one business day, and its attestation locations include desks inside the Riyadh, Jeddah and Makkah chambers.
- Apostille or embassy: Saudi Arabia has been a party to the Hague Apostille Convention since 7 December 2022, and MOFA issues apostilles through its attestation portal. If the destination country is also a party, an apostille normally replaces embassy legalisation. If it is not, that country’s embassy legalises the document after MOFA.
- Translation: MOFA asks for a certified translation where one is required.
The receiving authority decides which steps it needs, so ask it before you start.
Common reasons chamber attestation is rejected
Asharqia Chamber publishes the clearest list of what it will not attest. Other chambers set their own rules, but these problems come up everywhere:
- Expired membership or CR, or outdated chamber data. Renew and update first. Riyadh will not open an account until the membership data is current.
- The signatory is not on record or the user is suspended. Riyadh suspends users after too many failed logins or when the authorised person’s signature has been cancelled.
- The letter does not match the chamber’s records, for example a different company name or CR number.
- A copied or scanned signature or stamp that is not registered in the chamber’s system.
- A document from one company submitted through another company’s account. Each establishment attests its own letters.
- An excluded document type. Asharqia’s list includes government certificates and their translations, property sale contracts (these go through a notary), incorporation contracts for new companies, worker loan and rental contracts and blank papers. It also excludes authorisations for a foreigner to deal with government departments, and visit letters signed by a foreigner who is neither named in the CR nor a partner.
- On Tujar, text outside the request field or longer than one page. Only the typed text is attested.
- The MOFA link is down when a visa request is sent. Riyadh’s 15-minute target applies only while the link works.
How Moaqeb can help with chamber of commerce attestation
We draft salary certificates, experience letters, introduction letters and open-letter text in Arabic and English. We check that the company’s membership, CR and authorised signatory are in order and tell you whether to use a ready-made form or an open letter. We then guide the company’s authorised user through the chamber portal on WhatsApp, step by step, including the family visit attestation and, for documents going abroad, the MOFA step. The company logs in, submits and pays. We never ask for passwords or verification codes, and we do not hold chamber accounts. See how we help with iqama, visa and business services and Saudi government e-services, or read about our online general services office for Riyadh and other cities.

Frequently asked questions
How much does chamber of commerce attestation cost?
It depends on the chamber. Jeddah Chamber charges SAR 35 per e-attestation, and Asharqia Chamber SAR 35 online or SAR 40 at a branch. Riyadh Chamber shows the amount in its portal before you confirm. MOFA attestation, if needed, is SAR 30 more.
Can an employee get his salary certificate attested by the chamber himself?
No. The request must come from the employer’s chamber account, submitted by the owner, a manager named in the CR or a user the company has authorised. The employee asks HR.
How long does chamber attestation take?
At Riyadh Chamber, ready-made forms are instant, open letters and MOFA visa requests take 15 minutes in working hours, and agreements between companies take one working day. Jeddah and Asharqia chambers do not publish a time.
How can I check whether a chamber-attested document is genuine?
For Riyadh Chamber, enter the document and membership numbers under Verify electronic documents on My Business, or use the Sanad app. Jeddah Chamber uses the reference number on its Services Portal, and Tujar chambers use the Tujar Document Verification page.
Do I need chamber attestation for a family visit visa?
MOFA’s family visit service says the request is attested by the employer or the chamber of commerce if required. The employer’s authorised user attests it on the chamber portal using the application number.
Is chamber attestation enough for a document used abroad?
Usually not. The document then goes to MOFA (SAR 30, about one business day) and needs an apostille or embassy legalisation, depending on the destination country.
Can a company without chamber membership get letters attested?
No. Chambers require an active membership, and Jeddah also requires an active CR. Establishments with a professional licence and no CR, such as law firms and consulting offices, can subscribe to Jeddah Chamber through its subscriber services platform.
Is chamber.org.sa the Riyadh Chamber website?
No. chamber.org.sa belongs to Asharqia (Eastern Province) Chamber. Riyadh Chamber is at chamber.sa, and its e-services portal is mybusiness.chamber.sa.
